AN OPEN LETTER TO DR ABATI ON PRESIDENT JONATHAN'S LONG HISTORY OF INCOMPETENCE AS DOCUMENTED BY PUBLIC LIBRARY OF US DIPLOMACY LEAKED BY WIKILEAKS

Dear Dr. Abati,

It was really sad seeing a publication from your office yestersday, where you referenced Wikileaks as your source of information, since you decided to go that way, it may also be interesting to add some of the the things you forgot to tell us. President Jonathan's incompetence had been noted right from when he assumed office as the Governor of Bayelsa State following the impeachment of his erstwhile boss, Diepreye Alamieyeseigha  who was later convicted of stealing state funds running into billions of Naira. A man who President Jonathan granted a Presidential pardon in 2013. Again, kindly permit me to use the same heading for the story you ran on Gen. Buhari yesterday.

¶3. (S) In response to the question as to whom the COAS believes is the Commander-in-Chief of Nigerian Armed Forces at this time, Dambazau, a northerner said, Goodluck Jonathan. In the view of the COAS, Jonathan holds that authority until such time as either the National Assembly implements a constitutional action returning authority to Yar'Adua, or there is some other manifestation that shows the President is capable and has resumed his duties. Dambazau said it was unfortunate that the entire Yar'Adua health situation had not been handled well. There were a few people around the ailing President who were manipulating the situation for both power and money, he noted. The COAS highlighted that the "Katsina group" around Yar'Adua has "caged" the President off and even before his departure to Saudi Arabia more and more Yar'Adua was not being seen as a national figure. It is unfortunate that Jonathan is beginning to do the same thing. The people that Jonathan has around him now are behaving just as badly as the Katsina clique, with Jonathan handing out favors to his ethnic group, which the Army Chief sid was not/not Ijaw. Dambazau said the Acting/Vice President comes from the smallest ethnic minority in Bayelsa State, and that he is beginning to behave like a "sectional," leader and less like a national figure with national responsibilities. The COAS said he has had several meetings with Jonathan and that he is a "simple man who is easily influenced." He gave the example of the recent transfer of naira 19 billion of GON funds to a Niger Delta environmental project that was done at the end of a meeting that Jonathan had with a group from his region. Dambazau said this was done outside of the normal Cabinet decision-making process based on a meeting he had had with his "kinsmen."

JONATHAN TOLD THE US AMBASSADOR HE DOES NOT ANTICIPATE STANDING FOR 2011 ELECTIONS
¶13. (C) Jonathan said he does not anticipate standing for elections in 2011 and that he is not working towards being a presidential candidacy. He wants to put into place an electoral structure that will be ready for national elections. He did, however, note that, "if they want me to run, that will be something to consider at that time." However, he stressed that his focus now and for the next 12 months will be on "doing a good job and witnessing respectable and credible elections in 2011." 

"I was not chosen to be Vice President because I had good political experience," he said. "I did not. There were a lot more qualified people around to be Vice President, but that does not mean I am not my own man."

He said he is "not a politician" and had very limited experience as an administrator, but concluded, "I will not tolerate a brawl."

COMMENT
"It is always hard to judge how some will behave (or surprise you) when leadership is unexpectedly thrown in their lap. The verdict is out on Jonathan and his previously underwhelming personality and performance needs to keep us in the cautious lane"

JONATHAN'S BAGGAGE OF CORRUPTION AND INCOMPETENCE

¶5. (S) Clearly, reports of the President in a coma and on a respirator do not bode well for any recovery. In addition, Jonathan's dispatching emissaries around town to take a temperature check on the atmosphere surrounding what may be his, sooner rather than later, ascendancy to the Presidency further leads to the news that the President of Nigeria is in his final days. We are preparing a report (septel) on the baggage that Jonathan will carry with him into State House as there have been past reports of corruption, political thuggery, and payments to "militant factions" from his days as Governor of Bayelsa State as well as questions about his competency in general.

JONATHAN IS NOT A RISK TAKER

¶1. (C) Assistant Secretary Carson met with Lagos business community leaders on February 7. Per these sources, Governor Fashola of Lagos State is on the verge of being impeached despite bringing new roads, hospitals, and schools to Lagos. The Governor does not pay attention to the patronage networks. Vice President Jonathan is neither a risk taker nor an activist but it is better to have him than no one in the seat of power. Isolate and monitor communities in the Niger Delta to force them to become well run. END SUMMARY.

BUHARI ON RULE OF LAW

¶4. (C) On the possibility that Yar'Adua might be unable to complete his term due to ill health, Buhari revealed that he had been telling other northern leaders that "no extra-constitutional measures should be taken and that the rule of law should be followed" (i.e., that VP Goodluck Jonathan should take over as President). He said any other course would violate the constitution, which "would go against everything" he is standing for with his current appeal before the Supreme Court. Buhari then concluded that making progress on the issues of poverty, health, and development should trump the informal North-South rotation of the presidency. "Ultimately, it is a question of who can better solve Nigeria's most pressing problems," he said.

GOODLUCK JONATHAN CHARACTERISED AS WEAK 22 Jan 2006

¶11. (C) In the last 24 hours, we have seen a substantial increase in communication about the hostages through official channels and increasingly optimistic assessments of their condition. This appears to be good news. However, the information is coming from a single source: the Governor of Bayelsa State directly or through his SSG. Yesterday, we characterized the governor as weak and out of the loop, but today he tells us he is the only one with whom the kidnappers will negotiate. And at least one element of the presidential committee also appears to have ruled out FNDIC involvement without providing any justification for doing so. The governor's assessment that divisions within the kidnappers will lead to the hostages imminent release sounds positive, but so have many other statements over the past ten days. Most of these positive developments depend on one source of information, and we have yet to independently confirm them. HOWE

STILL ON THE DOUBT OF GOODLUCK JONATHAN'S INTEGRITY AND COMPETENCE

As Nigerians come to grips with the probability of Yar'Adua's demise, there appears to be growing public support -- even in the North -- for Vice President Jonathan to assume the presidential mantle. Despite widespread doubts about Jonathan's integrity and competence, there is encouraging deference, at least in public, to the principle that the constitutionally-prescribed line of succession should be respected.

JONATHAN CLEARLY OUT OF DEPTH

¶17. (C) A Shell member of the crisis response team also
doubts the Bayelsa team's veracity. Bayelsa Governor Goodluck Jonathan told a reliable contact of his that he had been personally threatened by the militia group holding the hostages. The contact assessed Jonathan as clearly out of his depth.

JONATHAN PAID NIGER DELTA MILITANTS 100MILLION NAIRA IN JAN.2006 AS RANSOM

¶7. (C) Mitee said the group held fast to their demands, the release of Dokubo Asari and Diepreye Alamieyeseigha, amnesty for the kidnappers, and improvements for the people living in the Niger Delta. He said they did not raise the issue of ransom money, until he was abruptly informed the hostages would not be turned over to him after all. At that point, the leaders informed a perplexed Mitee that Bayelsa Governor Goodluck Jonathan offered 100 million naira. After some internal dispute about the money, they accepted Bayelsa's largesse. The kidnappers told Mitee they would use the 100 million naira to purchase longer-range weapons.

ON JONATHAN'S BAYELSA PARTNERSHIP INITIATIVES

¶5. (SBU) Jonathan,s BPI is a product of both benign public interest and selfish political motives. Regarding Jonathan,s political motives, he wants the PDP 2007 gubernatorial nomination but is facing stiff competition from Timi Alaibe, the NDDC Executive Director for Finance. Taking over the government office less than a year ago, Jonathan needs to distinguish himself, establish a political base and then distance himself from Alaibe. Despite the obvious political flavor of the BPI, there are some encouraging things in it. However, before we move to pat Jonathan on the back for this initiative or even contemplate support thereof, we need to better gauge how much of this actually is enlightened policy and how much is electoral politics. (S) Summary: On June 18, 2008, Poloff met with Rajakumari Jandhyala (strictly protect throughout), a United Nations employee on loan to Vice-President Goodluck Jonathan's office to aid in the development of a strategy to end unrest in the Niger Delta. While describing the GON's Niger Delta initiatives to Poloff, Jandhyala complained that the team in the Vice-President's office was not up to the challenge of properly formulating, vetting, and implementing a comprehensive plan. She also said President Yar'Adua was unaware of how poorly crafted the process has been to date..
